The rebate isn't to consumers, it's to distributors. 100% of the buyers collect the rebate.

In that case, why doesn't Intel just lower the price of the processor by the amount of the rebate?

On a somewhat unrelated note, I HATE mail in rebates, coupons etc, and every company that is involved with them.

The policy of these companies is: "If you have no life, we will sell you our product cheaper, (in process of making it cheaper, we will incur costs that will cause us to lose money on the sale). However, if you have life and have no time to play games with coupons, we expect you to pay the full price, which means a price plus premium to pay for the games we pay with coupons and rebates".
