Internet trader Subject 11150 has Global scan that will do something similar. It will scan according to set criteria and if you set high volume as one criteria it will display.
Internet trader is free for 20 minutes delayed, has canadian and usa equites but no options. They have also beta test real time but I did not try it. I like this programs' design but updates are often interrupted.
