Some of the OTCBB proponents claim that MSFT was at one time a penny stock because they look at a 10 year chart and see that it was trading for less than a dollar. But the reality of the matter was that the chart adjusts for splits, not the actual trading price. chart.yahoo.com

One of the reasons the BB/pinks trade is that in numerous cases these companies were Ch 7, the stock's trading was stopped, then a few months later the previous officers "buy" a new company and the shares magically start trading again. Call 'em shells, pump and dumps, or a myriad of other titles, but the bottom line is that the SEC's hands are full enough without having to investigate every flea bag BB stock. There just aren't enough people to do it all. Here's a site to send to the BB fans.
