I believe the penny stock phase warning of an imminent market decline occurred some months back during the manic market of early 2000. I also, believe what you are now seeing is an attempt at a bottom which raises all boats. Thus, the A/D improvement. Of course, the pennies will get some attention.

Will this bottom hold? I happen to think not. But, there have been some real improvements in many charts, with stocks breaking downtrendlines. So, it is best to play from the long side side until new support lines fail.
