just trying to figure out how to use this TWS, not even sure if I have the old or new one.

If you downloaded the stand alone program that fills your entire screen (1024x768) then you are running the old one. If you are access "Trade" after logging into the web site, you are using the new Java version. Most of us who have been around awhile are rather more fond of the old beast compared to the new.
