What is heck is "public order?" And who or what determines what is reasonable with regard to its disruption?

It is reasonable to ensure religious wackos do NOT disrupt public order.

The biggest murder/mayhem/genocidal maniacs in modern history were by-and-large not religious. Stalin, Hitler, Mao, Idi Amin, and the Khmer Rouge for example were in essence non-sectarian keepers of (their own version of) the "public order," and have significantly outkilled and out mayhemed the wackos. In my opinion, modern people of faith have more to fear from the likes of people out of touch, "with the Big Boy" than the other way around, and the real (not imagined) numbers bear that out.
