As yes what is the intention? Does it matter? As and engineer who in the past has worked on the lethal I know what the universal goal in developing a weapon system is. Kill the other guy with a level of certainty that ensures he does not have a 1 chance in 1 trillion of killing you. When you fight a battle, if you lose you are dead or you are tortured and or you and your family is raped and killed or enslaved. Secondary toxic effects are weighted. I noticed lots of words in the article you cited about radioactivity, Most people who have a clue when reporting truth try to quantify that exposure. But other just repost doom and gloom and no numbers.
ccnr.org is a study that suggests that maybe one can figure out exposure but no one knows.

From this study or just using common sense one can say that some number of American soldiers were exposed to and may be still be exposed to increased levels of radiation. The effect of this is that some may die sooner than would have happened if they had not been exposed. Does this effect 10, 50 or maybe 1000 who were in the wrong place at the wrong time and now may have fewer years.

But if the ability to destroy armor with one shot was reduced would more dead American's be the result and again these weapons were not created to stop the retarded generalesimo Sadam digbat but to counter the real and serious threat fo deadly East German and Russian forces where failure to kill on the first try in a situation where you are out numbered is just plain unhealthy.

So the result may be that a weapon system was deployed that may result in the earlier death of Patriots than might not have occured if there was no war, but many more are alive and have a far longer life to have and raise a family.

That's the compromise of design and as I took seriously, any decisions I made in the overall safety of something I worked on I know that my fellow engineers did the same in the analysis of the cost and consequence of using depleted uranium as a killer projectile.

I have worked on and designed system's of life and death.
