I'm not sure if it is a federal case or a state case. I am assuming that the reason the DC grand jury was hearing the evidence was because the perjury occurred in DC. Some of the activities by the IC did take place in the Federal District Court in Alexandria, VA - I think it was some or all of the Kathleen Willey matter - but she is a Virginia resident, and the activities which may have been attempts to intimidate her occurred in VA.
