Most insiders have extremely narrow windows in which they can sell. It may look like everyone is bailing either because this is in one of the short windows where they can unload or because this is a narrow window in which they can diversify.

IJ has so many shares that he probably cannot sell them in his lifetime at prices he would want to dispose of them.

Sulpizio may be selling what he can sell. Although he may no longer hold many shares, unless he is an idiot, he probably still has a boatload of options. He has never struck me as an idiot. Therefore, he probably has a boatload of QCOM options; so he figures why not sell the shares he can as his long term net worth remains inextricably tied to QCOM's via the options he no doubt holds. He probably figures QCOM shareholders will either understand that he holds a ton of options or be grateful he made more shares available so that they could buy more.
