1)scupuzio does that whenever he gets his options(I made a similear comment in nov 99 when he did this)
2)Qcom only allows sales if there is an all clear. If there were troubles brewing IJ would not allow stock sales. RScupuzio explained this when he sold a big shares in november 99(right before huge 400% move).
3)Study after study has shown there is no corelation between insider selling and stock price moves(there is when they buy)

What I would note is all the upgrades that were being made at this time by bloodsucking analysts who were proping the stock to get better prices for this stock they were selling for insider's
