No, He was publicly against it when originally proposed by UN Sec. General. Did Clinton place American troops under UN Command ? Yes. Did Bush agree with placing troops under UN Command ? No Did Clinton deny the troops requested reinforcements ? Yes. , it was nearly impossible to have our troops flee Somalia. . What facts do you have to support that ? The only thing that prevented Bill Clinton from withdrawing per the original plan was signing on with an ill-conceived UN plan. Your reasoning process is creative but there is no way around the facts.
