what infrastructure? the Japanese government does nothing BUT build new infrastructure, whether it's needed or not. i would need to see some hard data to comment on this... admittedly the situation is different in several aspects...but note that e.g. Japan has savings, as well as a trade surplus. so the respective positives and negatives probably cancel each other out to some extent. the unifying thread is of course DEBT...too much of it.
