Carolyn, I actually think that this type of more active management of the tectonic plates my occur, in the future,
I'm sure it's been studied a bit. the liability issue is so thorny, you generate a small relief of the tension with
a "controlled" event and who pays for damage, and if there is a big miscalculation and a Big Quake, who wants
to be responsible for that?
