I think the arguments you made about Cisco and downturns are valid, but they don't speak to the issue of a recession as much as the issue of gaining traction in an evolving market. I took it that Chambers was speaking only to the issue of Cisco vs. small companies, not companies such as Nortel. While Chambers might have been speaking from an understandably biased opinion while at the same time being a salesman promoting his company's viability (which is his job), I wouldn't call it "spin." Contrast that with Larry Ellison's comments for a couple years about overtaking Siebel, which is what I call spin.
