It's the listed GSM sub, CHU, that is looking for investment from the likes of NTT.

The parent is talking 2 or 2.5G CDMA. But the parent is the entity that is lacking funds. Unlike U.S., parent has no control over CHU. The parent has tried to interest CHU and China Railway in investing in the CDMA network, but without success so far.
