Ikj. NTT is the new Imperialist. Longstanding and justified Chinese mistrust of Japanese intentions due to many past events. Their failure last year to accomplish a similar goal in HK--VOD won that round. Closer relationship with European telecom companies. Newfound availibility of caapital markets & pride in home grown soultions. If NTT is allowed in, it will be only for some strategic reasons relating to balancing the pwer of other contenders. JohnG
