Oh yes that is a far better strategy than chasing stocks that have not bounce yet which is often very tempting but often lead to enter weak stocks at what could be the rallye top. I experiment that during the summer... These stocks that have not bounce with the market are those to put on a short list IMO. By the way biotech looks weak today Still on the side line.
