Nice article which appears to sum up the situation. I have heard tonight that Bush stated that the problem was Ca.'s and Ca. had to handle it . Sec of Energy Richardson did something to help the situation temporarily but the new Sec will have to extend or quit the writ to force the sale of energy to Ca. INteresting fact I heard today was that EVERY Republican and EVERY Democrat voted for de-regulation in the State Assembly!!!! The vote was unanimous and occurred a few years ago. It is probably the only time there was a unanimous vote in any state!
