Almost the entire state of California is at risk.

Just because it is color other than white, doesn't mean it's unsafe. Looking at the territory where I grew up (Slovakia), it shows up mostly yellow, and I have never heard of an earthquake there. In tiny Slovakia, they have 2 nuclear plants that supply 43.6% of the electricity for the whole country (vs. 18.5% in the US)

I don't see any reason for the California whiners not to do the same. There are big chunks of yellow (on your map) in California, so it can be done.
