Amy, RE: What is so difficult about raising rates, getting more efficient, and planning for growth? Seems simple, doesn't it? Unfortunately, these solutions are not compatible with the CA state government. This wouldn't matter if California deregulated power completely, but they didn't. It is quite apparent to me that the California state government does not trust free markets, and it is to your detriment. If full deregulation ever happens in California, then your seemingly simple solution would probably happen.
