20 - 80 indicates a ratio of 20% of the unconfirmed expert signals are indicated new longs. Unconfirmed signals are signals that are reversal signals that are not confirmed by a positive price phase (similar to MACD histogram being positive) or positive volume index. Sell signals are the reverse. WAL ratio is those signals confirmed by momentum as above. US typically moves in opposite to a new trend as stocks move up and burn off buy signals. The ratio of buy signals is more effective when using a larger sample, such as the entire database which is 71% sell signals, and often approaches 80% for a top or bottom. Since the NDX, SPX, and OEX are showing divergent ratios, the market is trading off one group against another.
