Pacific Century CyberWorks (0008) may shelve a plan to spin off its Internet Protocol backbone venture with Telstra Corp. if market conditions don't allow it to achieve its target valuation, said Richard Li, its chairman.

Still, up to date, the venture is on schedule to list this year, he said.
