If you remember, that language of the 3/5 compromise was an attempt by the states that held slaves to get representation for "things". It was the result of considerable bad feeling, but no moral outrage. There was never any question that slaves couldn't vote. That is the only reason it was in there. EVERBODY knew blacks and Indians weren't people. The words didn't say that, it was "understood".
