Obviously people aren't doing this voluntarily. That's why some are arguing for releasing the cap on electric rates. That's a sure-fire way to force people to conserve. Of course, the underprivileged kind of get it in the shorts, not to mention any politician who even suggests such a painful solution.

Would you agree with the free-market solution? Why or why not?

EDIT: I used to have a 300W halogen torchiere in my place, the kind which is popular among college students and other single guys like myself. Not only was that thing a heat lamp, it was also a fire hazard. Several months ago, I replaced it with a 55W energy-saving torchiere. It's just as bright, emits much less heat, and the dimmer works just as well. I don't know what to do with my old torchiere, however.
