Let's look at the history of energy waste in California, going back to the 1950's.

The city of Los Angeles tried to develop a large scale mass transit system, but intense pressure by the auto manufacturers and oil producers stopped the efforts. Because of this, LA became an unnatural disaster of biblical proportions, and is responsible for a significant fraction of the world's energy waste.

Obviously the unbridled free market solution did not work in this case, nor does it usually work well with environmental issues.
