On rolling blackouts... yesterday evening CNBC had a utility expert (not analyst!) on who said greatest danger in rolling blackouts is not modest inconvenience of hour or 90 minute shutdown, but that blackouts have a high risk of becoming uncontrolled... transmission lines are overloaded, with near bankruptcy of utilities repair of equipment is minimal, etc. The entire electric grid for all states west of the Rockies is in serious risk of a major collapse because of what is happening in CA. Near term, conservation is the only answer.
