Whoa, don't jump the gun. The hand recount has not been finished; the results you are thinking of were for one county only. Let's wait for the numbers.

It's true that most recounts confirm the original winner. That doesn't mean they don't matter. They matter as a statement that individual votes count. Otherwise, why don't we just sample 2% of the voters, as we would in a poll, and save ourselves a lot of trouble?

I don't know what the Florida Secretary of State's legal obligations are regarding voter education. It wasn't a priority for Katherine Harris, that much is clear. How can schools teach you how to vote when each election in each county has a different ballot? I know I rely on previewing the sample ballot and it would make a difference to me if they stopped sending them out.

And if someone is incapable of voting properly do they really have the capacity to make a reasonable decision?

If you go down that route you will quickly move away from universal sufferage, which is the law of the land. Most court decisions have said that you should give the voter who messed up some benefit of the doubt. Perhaps he or she voted on an old machine that was hard to work and had no way to check if the ballot was valid. You should still try to count the vote.
