Not money related at all. All the necessary components are paid for, however we have had a lot of trouble with the other parties needed to complete this. There were many initial delays getting the line dropped into our Sunnyvale location. Our ISP in SV had some hardware issues which were, apparently difficult to diagnose (they ended up replacing the wiring for our section). And now that these two items have been resolved (I am told) we are having some issues with the CSP provided by Comstock. We are closer than we've ever been to having the new feed (it's 384K, not 256K) in Sunnyvale, but for obvious reasons I am reluctant to offer an estimate to when it will be in production.
