Of course 99% of Californians will claim they never voted in the politicians that made those laws...
Back then I think the secret hope was that they could create some kind of Ecotopia by limiting potentially bad environmental things like Nuclear Power (I remember Diablo Canyon, some of my colleages did the environmental studies) and even limit growth. Apparently their kids didn't see it all that way...

Sad thing is I own Edison Intl. stock...
