"Although the transition is fairly transparent to the user, there are technical complications which make the maintenance of service complex, and the user will not be able to take advantage of services, such as message voicemail, which are available in the home country," says Mr Roth.
There are also contracts and questions of quality and responsibility for service, which engage the providers in costly and time-consuming discussions and contracts.
