It does seem to me that there may be too much fiber installed. What will Russia do with fiber? What do you plan to send to/from Russia? Where in Russia does it go? Not only do they have power problems, they seem to be somewhat secretive.

What is 1xEV-DV? Does it use some modulation scheme that has the constellation points are almost overlapping? Some groups seem to think it would not work well. See the following snip.

Using higher modulation (such as 64-QAM) requires 18.5 dB SNR. Simulation and field data shows that the required 18.5 dB C/I is not achievable under any conditions with current subscriber designs. The 18.5 dB SNR might be achieved using fixed panel antennas in line of sight applications. Also, minimum Base Station performance specifications for current 1xMC systems would not guarantee such SNR even if the Access Terminal is cabled to the Base Station.
