Baseline quantities are quite low and it is nearly impossible not to use more. To encourage conservation the price for the excess can be raised.

I agree. I pay 12 cents for baseline (294 kWh) and 14 cents for over baseline less 10 percent legislated rate reduction because the free market in energy brings the cost of juice down<g>

The rate structure is a good way to encourage conservation. Leave the baseline..bump the second level by 30 percent or so and add a third rate tier at a 70 percent increased rate. Rate increases are necessary to convince Californians that they need to build more power plants.

Rate structures will have an effect on conservation but it will not be immediate. People will not react until they get their bill and that would be at least a month away. This is a crisis that should have been addressed yesterday. Significant conservation can start tomorrow if the governor faces the music and calls for and outlines conservation measures. There is no need to implement excessive financial pain so why do it? Three hundred percent increases seem unnecessary and out of line to me.

I work with a guy whose electric bill doubled from $40 to $80. He told me it was because of this energy crisis. I told him the rates haven't gone up yet!

I went over his use and found out he purchased space heaters for his daughters because the floor heater wasn't heating their bedrooms. He said they now kept their bedrooms toasty warm!

If you don't understand the use of energy a rate hike isn't going to help. You can't cut back if you don't know how. There are too many people that don't have a clue.

What we need is to tell people what to do. Most people are willing to help but need assistance knowing what to do..how to conserve. They need to be rallied and educated.

We could post regional and statewide numbers showing how much different areas are conserving. Challenge people to conserve and let them see the results of their actions.

Businesses should be instructed to implement a conservation plan. Many will comply if told to do so.

Mandatory measures like turning off all advertizing signs after midnight could be implemented. I am sure there are others.

Power plants need to be put back online immediately. Blackouts will cause more pollution due to traffic congestion than NG plants that have used up their pollution credits.

This is primarily a crisis in leadership
