You don't think they already are?

There were reports around the time of the K7 intro (maybe somewhat later) that Intel had started an entirely new x86 project. Willie with changes should be extremely competitive for a very long time, though. (but, then, if the team was assembled at that point, first silicon might well still be a several years off).
