Wow, what a case of sour grapes. I guess I can understand why you may want to rail at the fix you're in, but it seems as if you are willing to beat up on virtually everyone, involved or not.
Truth: Your civic leaders got you into this fix, not the marketplace. Your elected officials are the ones consistently offending your neighboring states (the only possible short term saviours to pull you out of the hole you're in), not the energy traders.
Of course anyone can abuse the system, if they put their twisted little minds to that task. Doesn't matter if it's some appointed bureaucrat or a private enterpriser. No reason to think either one is more disposed to it in principle. The whole idea is to construct the deal with oversights, make it sensible, then administer it.
My opinion is that the free market economy takes all precedance over all, and if a municipality can cut a better deal, go get'm. But regulation which seeks to impose better economic performance, outside of market forces, will fall flat on its face every time.
I truly hope the power situation gets sorted out to your satisfaction, but there is liable to be more misery before things are better, IMO.
