This seems to contradict what the program said:

*An estimated 46% of women with minor children said they
talked with those children on the phone at least once a week;
45% had contact by mail at least once a week; and 9% were
visited by their children.

Though I don't know. It says "said" they talked with those children at least once a week.

"Had contact with" by mail can mean they wrote to the children, not vice versa; and maybe it is what they "said."

Nine percent visited by their children may be a report from records rather than what someone who may be ashamed or embarrassed says; and presumably if children visit, they are brought by family members.

The program did say, in that prison, on that visiting day, the number of inmates who had visitors was 1 point something percent, and did say that, as a generalization, women get a fraction of the family visits or contact than do men. I wondered whether it was -- looking at it from a Marxist perspective -- as simple as that the men were likelier, when they got out, to have something to offer the visitors. Or maybe were more to be feared, if neglected.

Nothing one looks at closely is ever what one thought it was on first glance, though, is it?
