Some question about ILP

I could be wrong but It seems to me that ILP were quite close to the former government (they get a "go ahead" with the former one isn't it ?) So how close are they with the new one ? Did they get a confirmation for this "go ahead" with the new one ?

It seems also that if they fail with this Congo project ILP will have nearly no more remaining value (isn't it ?). Which means a higher risk than AMZ or TNK ?
