It's a vicious circle:

1. Demolib legislators support teachers unions who prevent incompetent teachers from being fired and do things which attract more dumb teachers.

2. Dumb teachers produce dumb students.

3. Dumb students grow up, fall for the "free lunch" line, and vote for Demolib legislators.

And along the way we have power outages.
