Gottfried, from your response you simplify the mismanagement as two discrete activities that led to this disaster and then it seems your response was aww shucks! what could we have done.

Although the confluence of events are extreme today, proper management would have alleviated the extreme level of problems encountered. California has/had tremendous resources to forecast demand during various scenarious that could have been encountered.

This problem took years if mismanagement to cause and it will take years to alleviate it and reduce probabilities of it recurring. But this wont happen until the root cause of the primary factors causing the problems are identified.
