That is no standard. A standard would be a set of objective rules governing the evaluation of uncounted ballots. This allows the evaluation process to be reviewable if it is questioned. In dem counties it was make it up as you go and I suspect you are smart enough to know that. You are wasting a lot of our patience with your artful wording.
