Now, Bush will squander the surplus on big military spending!
And the rich will get very large tax cuts and the poor will be forgotten!


Spending on social programs increased by a larger amount then spending on the military under Nixon, Ford, Carter, Reagan, Bush, and Clinton. This trend is likely to continue. Military spending will go up modestly (refersing its decline in recent years). While the rich get small to moderate tax cuts. (No one is proposeing truely large tax cuts unfortunately).
