The state -- which has one of the lowest tax burdens in the country -- will lose $2.6 billion in tax revenue in fiscal years 2002 and 2003 because of those tax cuts, according to an independent analysis of data provided by the state comptroller's office. Without that money, budget-makers warn that the state may have as little as $300 million in its $108 billion budget available to pay for new programs or expand existing ones.

And, critics say, many Texans have barely felt the tax cuts, which included direct cuts of the state's sales tax and more state money for public schools, which was supposed to prod schools into lowering their local property taxes.
