I don't quite understand why so many are saying they don't think CA is paying its fair share of the energy bill. Due to the fact that Pete Wilson and the CA utilities hamstrung themselves by legislating against being able to buy gas/electricity on the futures market, CA has been buying on the spot market and hence shipping big buckets full (as Carl Sagan used to say billions and billions) of dollars out of state. That's why PGE and SCE are facing BK. There has been a massive shift of assets from CA to other states. So why are so many suggesting the other states are getting the short end?
