And by wading into an especially divisive social issue, Mr. Bush seemed to be stepping on his other efforts today to reach out to Democrats and strike a harmonious tone.

The standard Republican ploy. Divide and blame it on the Democrats.

Clinton started his term with gays in the military, and almost ended his presidency in the first two weeks. Looks like Bush is using the same approach.
