We were never running big surpluses. We were never running surpluses at all, if you discount the Social Security IOU's going into the Treasury.

Priming the pump usually takes too long to be useful. And running big deficits, which is where Bush seems to be headed, is equivalent to raising interest rates. And weakening the dollar, should foreigners ever get tired of holding our paper...
