Title: Leap Obtains Financing to Support Additional Spectrum Purchases

SAN DIEGO, Jan. 23 /PRNewswire/ -- Leap Wireless International,
Inc. (Nasdaq: LWIN), an innovator of wireless communications
services, today announced that it had reached an agreement with
QUALCOMM Incorporated (Nasdaq: QCOM) under which QUALCOMM will
provide Leap up to approximately $125 million in financing to
support Leap's acquisition efforts in the Federal Communications
Commission's (FCC's) current auction of C- and F-Block spectrum
licenses. Under the terms of this Senior Secured Credit Facility,
QUALCOMM expects to transfer to Leap a $125 million auction
discount voucher previously issued by the FCC to QUALCOMM, but has
no role in its use in the auction. Leap expects to repay QUALCOMM
for the value of this voucher in the form of a loan payable by
Leap in a single payment of principal and accrued interest not
later than five years after the date of the initial draw. This
loan bears interest at a variable rate dependant on the collateral
provided by Leap. Leap expects this rate to be at the London
Inter-Bank Offer Rate (LIBOR) plus 7.5%.

to support our spectrum acquisition activities in the FCC's
current auction of PCS spectrum," said Harvey P. White, Leap's
