Mark, You have to be aware that the folks I talk to in Calif. still swear there is no problem and that the utilities are simply crying wolf to get rate increases. And, to be fair, they were right and I was wrong about the water rate increases in the mid-1970s, though I think they are wrong for sure this time.

I don't think they will be allowed to go bankrupt, as that would be even more of a mess than they are in already. Rates will go up. State gurarantees of bonds will be offered, though I think that could whack California's own credit rating. Fuel will be available at lower prices soon. Environmental guidelines will be loosened a bit.

In other words, I think they will do anything possible to keep the old dogs alive, but not to allow them to prosper.

I am a gun collector and this is the scenario I've been waiting for. <g> I also have gold, diamonds and platinum. But I keep eating all the danged food. <g>
