PG&E said it has lost a tool it has used to avoid wider blackouts among its 4.3 million electric customers. It can no longer cut off power to its large consumers who agreed to shut down during shortages because its contracts only allow it to cut power 30 times or year or for 100 hours, and it's already exhausted those allotments.
