But I think that another point is that the door being open for the schools to delve into this area, also opens the door for religious groups to demand equal time.

If a school teaches the basic biological aspects of human reproduction, and deals with reproductive health in the same way it deals with any other aspect of health education, I can't see how that would raise any legitimate demand for "equal time".
