Roger, not only it is possible, the fundamentals were demonstrated via the EBR-II (Experimental Breeder Reactor) in Idaho 7-8 years ago. Since the termination of the IFR program, the reactor was decommissioned, equipments were discarded, many of the experts have moved to other fields, some retired, so there's a loss of continuity and knowledge. Even if fundings were made available today, it'd take years to get to where we left off before we can march on.

But, better late than never.
