We waste at least 50% of the oil consumed.

I am all for savings, but the price of energy is relatively low, and therefore the incentive to save it is low. If we lived in a vacuum, I would not mind higher energy prices, and subsequent savings of energy.

But in reality, the prices of energy are a big part of the economy, and rising prices usually wreck havoc with the economy (as we are witnessing now, in a mild form). So it's a dilemma.
